November shows little change with the 14th consecutive month of flat or shrinking hiring numbers nationwide and a year-to-date decline in hiring of 3 percent. The average paycheck increased only slightly, still down 0.5 percent year-to-date. Despite this trend, the Small Business Optimism Survey shows owners' optimism remaining steady from last month at 53 percent, which had greatly increased from September's record low of 33 percent.
